			<content:encoded><![CDATA[<h3>EWC, in following the recommendations of the Billion Dollar Roundtable (BDR), when pursuing with large accounts will team in a strategic alliance as a second tier supplier with a large business partner with the expertise and willingness to work with us and help us develop our capabilities with the goal of EWC becoming a First Tier supplier to Fortune 500 companies and other large businesses.</h3>
<h3>The BDR has included the following items in their Characteristics that Shape Member&#8217;s Supplier Diversity Initiatives and Challenges Facing the Supplier Diversity Program sections of it&#8217;s website</h3>
<ul>
<li>Increasing support of Tier 1 suppliers in Tier 2 purchasing activities through focused relationship-building activities</li>
<li>In Tech Services, which is our largest area of spend, all Tier 1 contracts have a 25% diverse supplier utilization clause.  Even small business suppliers which are generally exempt, have a 15% diverse supplier utilization clause.</li>
<li>Requiring all large prime suppliers to become national members of NMSDC and WBENC to ensure the Tier 1 suppliers we do business with foster the same beliefs as we do</li>
<li>Expansion of Second Tier program</li>
</ul>
<h3>Further, the National Minority Supplier Development Council (NMSDC) formed a task force as far back as 1998 titled, SECOND TIER: MAXIMIZING OPPORTUNITIES FOR MINORITY-OWNED BUSINESSES, chaired by Phyllis McCarley, manager of supplier diversity at IBM with a purpose  to maximize opportunities for MBEs to participate as suppliers of products and services to the Customer.  This task force was initiated by then President of the NMSDC, Harriet R. Michel and included members from The Pepsi-Cola Company, Amoco Corporation, Raytheon Services Company, Ford Motor Company, GTE Corporation and UNISYS Corporation.</h3>
<h3>We are aware that as a small business it is very difficult to become a First Tier supplier to large businesses and that is why we have researched and discovered that many large corporations recognize this and have written policies for encouraging and tracking Second Tier supplier figures as a way to increase opportunities for MBE&#8217;s and WBE&#8217;s that do not meet the standards to be First Tier suppliers.  Below is a very brief list of the many corporations with written Second Tier programs:</h3>
